I'm bad at math, still don't really get it when teacher reexplains, tutors don't help, what do I do?

I need help, I'm in Pre-Calculus, brink of failing. 1st semesters is ending. So I have these last two weeks and all of next semester to fix it. Even following what the books does confuses me. I always struggled in math, it never has been my thing. I'm more of an Arts/English guy. So what do I do?
