Who was the TV artist from Carlsbad?

I can't remember his name, and this show came on a long time ago, maybe mid to late '90's He used to draw spaceships and similar things. He often mentioned his brother. He used to ask viewers to send him a self-addressed stamped envelope. Do you remember, or have any clue what I'm talking about?
