Will salt dissolve faster in salt water or fresh water?

Ok, my question is pretty straightforward, will salt dissolve more quickly in salt or fresh water? This is a problem that I've been having trouble with for days, and I could really use some help. All I need you to answer is which one salt will dissolve faster in, why it will dissolve faster in it, and how osmosis works. Thanks!
